Canada has announced the launch of two new immigration initiatives—the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP)—aimed at attracting skilled newcomers to rural and Francophone minority communities. These pilots provide 18 communities with pathways to permanent residence for immigrants who can fill key job vacancies and are committed to long-term settlement in these areas.



Participating Communities in the RCIP:

  1. Pictou County, Nova Scotia
  2. North Bay, Ontario
  3. Sudbury, Ontario
  4. Timmins, Ontario
  5. Sault Ste. Marie, Ontario
  6. Thunder Bay, Ontario
  7. Steinbach, Manitoba
  8. Altona/Rhineland, Manitoba
  9. Brandon, Manitoba
  10. Moose Jaw, Saskatchewan
  11. Claresholm, Alberta
  12. West Kootenay, British Columbia
  13. North Okanagan Shuswap, British Columbia
  14. Peace Liard, British Columbia


Participating Communities in the FCIP:

  1. Acadian Peninsula, New Brunswick
  2. Sudbury, Ontario
  3. Timmins, Ontario
  4. Superior East Region, Ontario
  5. St. Pierre Jolys, Manitoba
  6. Kelowna, British Columbia


Each selected community is represented by a local economic development organization that will collaborate with Immigration, Refugees and Citizenship Canada (IRCC) to identify labor shortages, designate trustworthy employers, and recommend suitable candidates for permanent residence. IRCC has begun training these organizations, and each community will provide details and timelines on when employers and prospective candidates can apply.


The RCIP and FCIP are set to officially open on January 31, 2025. These initiatives aim to address labor shortages, support local businesses, and promote economic growth in rural and Francophone minority communities across Canada.
